  • Meets the competency standards as listed in STCW Table A-II/2.
  • Ensures and demonstrates the ability to assess the vessels position relative to weather conditions, navigation hazards, other vessels and any other hazardous conditions and to act on significant concern to vessel safety and operation.  
  • Has thorough knowledge of USCG and international regulations such as MARPOL, SOLAS, SIGTTO / ISGOTT, Classification Society and flag state requirements, in particular the merchant shipping acts applicable to the vessel, requirements regarding personnel management and discipline, articles and associated documentation.
  • Up to date with industry best practice procedures for enclosed space entry, hot work, Lockout /Tag out, pollution prevention, working aloft, safe lifting etc.

  • Serve as member of federal lobbying team with primary responsibility for Downstream issues.  Lobby congressional offices/committees, federal agencies, and associations. Able to engage and lobby on multiple issues simultaneously.

  • Provide local process engineering expertise for various processes including Crude and Vacuum Distillation, Alkylation, Solvent De-asphalting, Reforming, Hydrogen Manufacturing,  Amine/Sour Water, and/or Hydro-processing Units. Support requires answering technical inquiries, making technical recommendations, providing process troubleshooting, and developing process procedures.
  • Participate in unit optimization teams to work on short and long term process improvement opportunities.
  • Develop procedures and support for commissioning of new facilities.
  • Facilitate agreements on operating philosophies and control strategies on plant units.
  • Network with other subject matter experts in other facilities to leverage shared expertise.
  • Carry out various studies to improve plant safety, reliability, and economics.
  • Help identify gaps between current performance and best-in-class and recommend opportunities for improvement.
  • Bachelor’s degree in Chemical Engineering or Chemistry.
  • A minimum of 8 years of process engineering experience in the refining industry. 
  • At least 5 years’ experience in an operating oil refinery. 
  • Proven expertise in a key refining process focus area like Crude and Vacuum Distillation, Alkylation, Solvent De-asphalting, Reforming, Hydrogen Manufacturing,  Amine/Sour Water, and/or Hydro-processing Units.
  • Demonstrated ability to effectively interface with Operators, Mechanics, Supervisors, and Management to complete projects and tasks on time and on budget to meet the business objectives.
  • Proven ability to teach control operators about optimization opportunities and technical issues related to their units.

  • Work with customers (typically application support teams) to troubleshoot performance issues and perform packet analysis to identify root causes of performance issues.
  • Perform pre-deployment analysis for IT projects and MCPs using network packet data to identify/predict application performance and remediate performance, if needed.
  • Collaborate with other IT teams to resolve performance issues (i.e. Network, DCA, IRSM).

  • Working knowledge of 3 or more technologies: Windows, Unix/Linux, SQL, Oracle, Cloud, log analytics, Network, Network Security, Steelhead, AD, F5, DNS, IIS, TCP/IP, IE configurations, application development and architecture, and storage.
  • Use of multiple tools to gather and analyze application performance data across all infrastructure layers - i.e. packet traces using WireShark, ATX or Windows performance tools such as Perfmon.  Candidate must  be able to facilitate and expedite resolution of critical, complex application issues across multiple functional areas and teams throughout the IT Function.
  • Demonstrated record of effectively communicating complex IT infrastructure projects/requests to individuals or teams with various levels and experience: from technical SMEs to business unit managers to Major Capital Projects. 
  • Strong teamwork and customer engagement skills.
