  • Plans and coordinates engineering work on multiple small, medium and large railway infrastructure projects of varying complexity.
  • Provides input to the overall engineering budget, maintains ownership and ensures execution within approved schedule and budgets.
  • Liaise with Project Engineering Managers for interpreting, organizing, executing, and coordinating assignments on projects.
  • Responsible for acting independently on engineering matters pertaining to the assigned projects.
  • Primary interface to the Manager of Engineering, relevant Project Manager and client for all engineering and personnel matters for projects within Canada.
  • In conjunction with the project establishes the Engineering Execution Plan which ensures: the project/ program is executed in accordance with Engineering Department Procedures; Technical Risk Assessments are comprehensive and complete; safety practices are implemented; statutory and company specific design reviews are undertaken and are in accordance with quality assurance (QA) procedures.
  • Receives administrative supervision from the Global Manager of Engineering and the business line Engineering Manager for Canada in terms of general objectives and limits. 
  • B.S. degree in a relevant engineering discipline.
  • A professional license in Engineering or a chartered engineer.
  • 15 years’ design and design supervision complex commuter, metro or light rail infrastructure projects.
  • 10 years supervising the design of major commuter, metro or light rail infrastructure projects.
  • 5 years of major design-build project supervision of major commuter, metro or light rail infrastructure projects.
  • Design supervision experience in civil infrastructure, rail systems, safety assurance, system assurance, engineering safety and interface control.

  • Thorough review of records in archive storage and identifying all document information requirements for archiving and destruction processes.

    • Safety, quality, and technical oversight of assigned subcontractors for compliance with BNI and WTP procedures and processes.

    • Establishes an appropriate, integrated organizational structure, including off-project functional and specialist support. Defines and communicates roles, responsibilities and authorities to project team members/partners and the Customer to ensure project completion in a safe manner, within budget, on schedule, and in conformance with the appropriate standards, specifications and applicable regulatory requirements. The project organizational structure should address multiple execution offices, multiple project entities, joint venture, alliance and consortium arrangements, as appropriate.
    • Ensures scope, design basis and objectives are defined, best practices/lessons learned reviewed, detailed work plans, schedules, budgets and procedures are established, including: Execution Plan; Contract Management Plan; Plan for addressing critical cross-functional work processes and systems, etc. Obtains concurrence by the members of the project team, functional management and the Customer. Ensures integration of work plans of multiple execution units or entities, such as Joint Ventures. Promotes the use of constructability reviews during project execution
    • Monitors and controls all contractual commitments to ensure that all work is being performed in accordance with the specifications, drawings and terms of the contract, that a trend program is in place, that change orders and claims are processed in a timely manner. Implements and maintains a change management control system. Ensures that all Customer communications on the prime contract are documented. On behalf of the Customer, manages contractors on construction management projects.
    • Facilitates with project team the development, communication, implementation, update and continual use of the Project Execution Plan. Reviews and approves project control systems which measure progress/performance, provide early warning of deviations from Plan, and identify corrective actions to be taken.
    Subject matter expert in the pipeline industry, technology and EPC, PM work processes, including knowledge of customs, culture and business practices of Region/Country.     • Work effectively in a large integrated project team environment as the Waste Treatment and Immobilization Plant (WTP) Project Fire Protection Supervisor.
    • Act as the AHJ for the project on all Fire issues.
    • Provide EGS oversight and review activities on Engineering analysis and calculations.
    • Accountable for the application of fire safety in the development of structures systems and components, and for the preparation and defines of the fire protection aspects of process and industrial safety documents required for construction and operation of the WTP.

    • Performs quantity takeoffs for a discipline or commodity specialty using defined documents. Collects, reconciles, and verifies data for summary comparisons.
    • Prepares portions of estimates by contacting project team and others, including vendors, to develop and apply unit rates and installation rates to quantity takeoffs and to otherwise develop quantities/work operations within a discipline or other specialty.
    • Produces cost estimates using crew-based approach including formation of crews from multiple crafts.
    • Prepares portions of estimates by estimating detail pricing for manual labor rates (capital cost estimates) and/or field office non-manual labor and other direct costs (ODC) in addition to home office labor and ODCs.
    • Develops cost models for travel, relocation, automation and ODCs computations.
    • Generates field indirect and distributable costs using detailed guidelines and/or standard templates.
    • Provides input to estimate basis documentation capturing assumptions, rationale, scope inclusions and exclusions for specific contributions.
    • Supports reporting efforts and estimate summary presentations for estimate reviews.
    • Quantifies and spreads escalation based on project schedule and estimated costs.
    • Calculates project cash flows and the corresponding time value of money as the cost of working capital and generates payment schedules.

    • Produce engineering deliverables such as fabrication drawings, erection drawings, material take offs, checklist, deliverables list, etc. for the execution of storage tank, sphere, and LT&C projects.
    • Utilize 2D and/or 3D CAD to generate fabrication and installation drawings.

    • Assist in the development and maintenance of company detailing standards and practices.
    • Review and interpret project specifications and incorporate into deliverables.

    • Must have a minimum of 5 years of experience detailing fabrication drawings for flat bottom tanks, spheres, or TL&C storage tanks. Some checking experience is a plus.

    • High school diploma or equivalent. Associates degree, 2-year technical degree, or equivalent experience preferred.
    • Should be able to prepare a complete storage tank fabrication and erection drawing package with little guidance.
    • Understand fabrication and erection constraints for plate structures.
    • Understand and apply industry standards to work assignments. Previous experience with API 650/620, ASME, ASTM, and AWS is a job requirement.

    • Primary duty is to perform methodical causal analysis to the depth and breadth commensurate with the risk of the condition. This includes participating in extent of condition and extent of cause evaluations; conducting research and investigations; and using analysis methods to identify root, apparent, and contributing causes.
    • Systematically and methodically develop SMART corrective action plans to focus resources where the maximum benefit can be realized. Corrective action plans must be robust and sustainable to prevent recurrence (reduce the likelihood/consequences of recurrence).
    • Writing cause analysis reports to clearly communicate the basis for causes and corresponding corrective actions.
    • Assisting in preparation of responses to the customer, when applicable, for conditions analyzed.
