HEAD OF MANPOWER & ORGANISATION DEVELOPMENT

JOB DESCRIPTION:
  • Controls, directs and coordinates manpower planning activities which includes directing the preparation of annual manpower budget, manpower portion of the Business Plan, updating of organization charts, keeping of manpower data and statistics and preparation of manpower monthly reports. Directs and monitors manpower control activities, to ensure that all promotions, transfers, recruitment of staff, are within approved policies and procedures. Reviews departmental requests for additional manpower and recommends appropriate actions to Management.
  • Coordinates and participates in organizational development activities aiming at ensuring the maintenance of efficient structure capable of realizing the Company's mission and objectives.  Provides advice on appropriate, or best, organisation design and structure development to enable effective achievement of business objectives and advises department managers, during organizational reviews to ensure that manpower levels are observed and maintained in accordance with agreed planning models.

MOC AND CADD COORDINATOR

JOB DESCRIPTION:
  • Coordinate with all the stakeholders of Management of Change (MOC) tasks ensuring compliance to the Company policies and procedures.
  • Coordinate system management, maintenance and administration to ensure continuous application of E-MOC system as an effective tool to support the Engineering change management process across the Company.
  • Establish E-MOC training requirements for Company personnel to ensure the process is understood and adhered by all stakeholders.  Train managers and supervisors; develop training plans for all users according to their role requirement while using MOC system, meeting department training objectives.
  • Arrange Plant Change Committee meetings for the Quality Gate 1 & 2 reviews/approvals of change request for initiation and plan projects and make investment decisions (PPMID), preparation of agenda, distribution of meeting outcome and completion of workflow tasks in MOC system.
  • Update the MOC reporting Database, enhance the reporting functionality, issuance of periodic report for all the stakeholders, process health and ensure that correspondence with stakeholders in relation to schedule and follow-up.

HEAD OF PETROLEUM DATA SERVICES

  • Implement a strategy for data information and knowledge management across R&P in order to harmonize data projects, reduce costs, and increase organization efficiency.
  • Manage all hardware & technical application requirements and information sharing process for R&P department.  
  • Enforce the overall integrity & security governance, including quality controls for all data being loaded into the corporate databases including QP global Multi-Disciplinary Data Base (MDDB).

  • Implement safety programs to ensure the safety and welfare of all parties within areas of responsibilities and to communicate to all concerned (in particular asset management ) the hazard identification and mitigation/ avoidance of unsafe acts and conditions and the need to addressing SHE concerns in a positive, effective and efficient manner to prevent reoccurrence.
  • Manage and lead Safety, Quality and Environment related activities during Shutdown (Turnarounds) planning and execution phases.  Develop SEQ audit program that covers the various HSE aspects. Issue reports and track findings

  • Oversee the implementation, maintenance and monitoring of Qatargas Safety Programs in the area of responsibility.  Champion of development of safety reports that identify critical activities, highlight safety concerns for management attention and ensure key safety information are communicated, followed-up and documented in a timely manner.

OFF-PLOT LEAD LOSS PREVENTION ENGINEER

JOB DESCRIPTION:
  • Lead the activities of the assigned personnel in Loss Prevention Engineering.
  • Provide Loss Prevention input and review for engineering documentations, project deliverables, interface documents to ensure they meet with the current standards
  • Facilitate, lead Formal Risk Assessment (Joint Safety Review, HAZOP, what-if) and prepare related reports
